Davis County will now have to pay a fee to dispose of tires through the Wapello County Landfill, Supervisor Chairman Ron Bride said last week.

Wapello County has been “eating” the rising fees that have been charged for tire disposal since the market for recycled tires has decreased, Bride explained, but now the increase will be passed on to Davis County.

Davis County’s recycling center will accept up to five passenger vehicle and pickup tires without punch cards, Bride said. Residents will not be charged, but the county has agreed to pay the disposal fee rather than have tires thrown in ditches or burned against DNR regulations.

Residents will be charged a fee for the disposal of semi and tractor tires.

Bride also announced last week the supervisors contracted Renodry — a company out of Overland Park, Kan. — to install units that would reduce the capillary action of moisture coming up through the walls of the courthouse and causing scalding (salt deposits).

“Over the decades, scalding has caused the paint to blister in the courthouse basement which results in cement deterioration,” Bride explained.

After checking with references, the supervisors decided to contract Renodry to place two units in the courthouse basement and one in the backroom of the Auditor’s office. The $22,000 project is being paid out of American Rescue Act funds, Bride said. No tax dollars are being used for the work, which is under warranty.

At Monday morning’s meeting of the Davis County Supervisors, Engineer Ryan Schock reported a company named Dirty 30 will be performing erosion control along the Des Moines River in the far northeast corner of Davis County. The work is being done under the authority of SIDCA (Southern Iowa Development Conservation Agency).

Schock also reported sealcoating of the U-Barn road was completed Friday, and 12 Davis County bridges have been impacted by recent inspections with several of them downgraded in tonnage capacity.

Don Walton, city councilman and member of the Mutchler Commission asked the supervisors to consider putting additional funding into their budget for the following Mutchler Center projects:

• new carpeting in the upstairs meeting room;

• repairing railings on the west deck and the east fire escapes;

• replacement of equipment on a rotating basis;

• replacement of entryway floor tile;

• dirt work on the shifting hill on the south side of the trail bridge near the Mutchler Center.

Bride and Walton both mentioned the need for reviewing and updating the 28E agreement among the three entities that fund the Mutchler Center — county, city, and Mutchler Commission.

Main Street Director Jen Cutler told the supervisors Main Street has voted to replace the sidewalk on the west side of its building while new sidewalk is being installed on the south side of the square. She asked the supervisors if they would also want to replace the sidewalk drain and the sidewalk in front of the nearby Veterans’ Affairs Building at the same time.

That item will come up for a vote at next week’s meeting of the supervisors.
